The relevant regulations on waste transportation are revised as follows:

This list is no longer the same as the list in Appendix 3 (Policy Statement 4) of the Organization for Economic Cooperation and Development (OECD) decision.

Regardless of whether wastes are included in this list, if they are contaminated by other materials to the following extent, they may not be subject to the general information requirements specified in Article 18:

(a) When considering the hazardous characteristics listed in Annex III of Directive 91/689/EC, sufficiently increase the risks associated with the waste to make it suitable for submission of prior written notice and consent procedures; or

(b) Prevent the recycling of waste in an environmentally sound manner

The wastes in this annex will comply with the general information requirements set out in Article 18.

For the purposes of this Article, any reference to List A in Annex IX of the Basel Convention shall be understood as a reference to Annex IV of this Article.

Metal and non-dispersed forms of metal and metal alloy waste:

Clean, uncontaminated metal scrap, including alloys, listed in the form of bulk finished products (sheets, plates, beams, rods, etc.):

The term "in bulk form" includes all metal non-dispersed forms listed therein (not including any waste in the form of powder, sludge, dust, or solid articles containing hazardous waste liquids).

Molybdenum, tungsten, titanium, tantalum, niobium and rhenium metal and metal alloy scrap (metal powder). Excluding this type of waste, electrodeposition, specified in list A under entry A1050.

Waste components from power generation are not contaminated with lubricating oil, polychlorinated biphenyls (PCB) or polychlorinated terphenyls (PCT) to the extent that they are dangerous.

Mixed non-ferrous metals, heavy distillate waste, and no Annex I materials with sufficient concentration to exhibit the characteristics of Annex III.

Please note that even if there is initially a low level of contamination of Annex I materials, subsequent processes, including the recycling process, may result in the separated parts containing significantly increased concentrations of those Annex I materials.

Waste selenium and tellurium in the form of metallic elements, including powders.

Copper and copper alloy scraps in dispersible form, unless they contain Annex I components that meet the characteristics of Annex III.

Zinc ash and residues include zinc alloy residues in a dispersible form, unless they contain Annex I ingredients at a concentration that meets the characteristics of Annex III or the hazard characteristics of H4.3 (2).

The status of zinc ash is currently being reviewed, and the United Nations Conference on Trade and Development (UNCTAD) recommends that zinc ash should not be a dangerous product.

Waste batteries that meet the specifications do not include waste batteries made of lead, cadmium or mercury.

Metal-containing wastes from metal smelting, smelting and refining:

Precious metals and copper processing slag for further refining.

Electrical components composed only of metals or alloys.

Electronic scrap (such as printed circuit boards, electronic components, wires) and recycled electronic components suitable for the recycling of base and precious metals.

Ships and other floating structures are used for dismantling and proper emptying of any cargo and other materials that may have been classified as hazardous substances or waste generated by the operation of the ship.

Spent fluid catalytic cracking (FCC) catalysts (such as alumina, zeolite).

Scrap metal cables covered or insulated with plastic are not included in the list A1190. Excludes those operations used for Annex IVA operations or any other disposal operations involving uncontrolled thermal processes (such as open burning) at any stage.

Spent catalysts, excluding liquids used as catalysts, contain any of the following substances:

Transition metals, excluding spent catalysts in list A (waste catalysts, liquid used catalysts or other catalysts):

Precious metal-containing residues in solid form containing traces of inorganic cyanide.

Precious metals and alloy scraps (gold, silver, platinum group, but not mercury) are in dispersible non-liquid form with appropriate packaging and labels.

Precious metal ash from the incineration of printed circuit boards (note the relevant entry in List A, A1150).

Precious metal ashes from the burning of photographic film.

Scrap film containing silver halide and metallic silver.

Waste photo paper containing silver halide and metallic silver.

Granular slag produced in the steel manufacturing process.

The slag produced in the steel manufacturing process includes slag that is a source of TiO2 and vanadium.

The slag from zinc production is chemically stable and has a high iron content (more than 20%). It is processed according to industrial specifications (eg DIN 4301) and is mainly used in construction.

Rolling mill scaling in the steel manufacturing process.

Abandoned end-of-life motor vehicles do not contain liquids or other dangerous ingredients.

Waste in non-dispersible form from mining operations:

Glass waste in non-dispersible form:

Ceramic waste in non-dispersible form:

Ceramic waste fired after molding, including ceramic utensils (before and after use).

Other wastes mainly containing inorganic components:

Bottom ash and slag tap from coal-fired power plants.

Coal-fired power plant fly ash.

The used activated carbon does not contain any Annex I ingredients and reaches the level of Annex III characteristics. For example, carbon produced by drinking water treatment, food industry, and vitamin production processes (note the relevant entries in List A A4160).

Waste gypsum from chemical industrial processes not listed in List A (please note the relevant entry in List A, A2040).

Spent anodes made of steel or aluminum made of petroleum coke or pitch are docked and cleaned in accordance with normal industry specifications (excluding chlor-alkali electrolysis and anode docking in the metallurgical industry).

Aluminum waste water compounds and waste alumina and residues of alumina production do not include such materials used in gas purification, flocculation or filtration processes.

Bauxite residue (red mud) (pH adjusted to below 11.5).

Waste acidic or alkaline solutions with a pH value greater than 2 and less than 11.5, these solutions are not corrosive or have no other hazards (note the relevant items in list A, A4090).

Asphalt material (asphalt waste) from road construction and maintenance, without tar (note the relevant entry in List A A3200).

The concentration of benzo[a]pyrene should not be greater than or equal to 50mg/kg.

Plastic waste (note the relevant entries Y48 and AC300).

The plastic waste in the following list, provided that it is recycled in an environmentally friendly manner, and there is almost no pollution and other types of waste.

The premise is that these plastic waste mixtures are individually recycled for each material in an environmentally friendly way, and there is almost no pollution and other types of waste.

The recycling mentioned in this Code refers to the recycling or recycling of organic substances that are not used as solvents (Annex IV, R3 in Section B). Or, if necessary, temporary storage is limited to one instance, provided that there is a contract or relevant official document proof after the operation of R3.

Paper, cardboard and paper product waste.

The following materials, as long as they are not mixed with hazardous waste.

Waste paper or cardboard:

The following wastes from the pretreatment of liquid composite packaging do not contain Annex I materials with sufficient concentration to exhibit the characteristics of Annex III:

Self-adhesive label laminate waste contains raw materials for label material production:

The following materials, provided that they are not mixed with other waste and prepared according to specifications.

Man-made fiber waste (including noil, waste yarn and garnet fiber):

Waste textile floor coverings, carpets.

The following materials, provided they are not mixed with other waste:

Hard rubber waste (e.g. hard rubber)

Other rubber waste (not including such waste designated elsewhere)

Untreated cork and wood waste:

Waste generated by the agri-food industry, provided that it is not infectious:

Waste edible fats and oils of animal or plant origin (such as frying oil), provided that they do not have the characteristics of Annex III.

The bristles and hair of pigs, pigs or boars or the waste of badger hair and other bristles.

Horsehair waste, whether or not it is used as a layer with or without support material.

The skin and other parts of birds, including feathers or down, feathers and parts of feathers (with or without trimmed edges) and down, have not been processed except for cleaning, disinfection or treatment and preservation.

Waste rubber and waste materials.

Peeling and other waste materials of leather or composite leather that are not suitable for the manufacture of leather products. Does not include leather sludge, does not contain hexavalent chromium compounds and fungicides (note the relevant entry in List A, A3100).

Leather dust, ash, sludge or flour that do not contain hexavalent chromium compounds or biocides (note the relevant entry in List A, A3090).

Forest waste that does not contain hexavalent chromium compounds or biocides or infectious substances (note the relevant entry in List A, A3110).

Waste consisting of food coloring.

Waste polymer ethers that cannot form peroxides and waste harmless monomer ethers.

Waste pneumatic tires, excluding tires used for accessory IVA operations.

Waste mainly composed of water-based and latex paint, ink and hardened varnish, does not contain organic solvents, heavy metals or biocides, but makes it hazardous to a certain extent (note the relevant entry in List A, A4070).

Waste from the production, formulation and use of resins, latexes, plasticizers, glues and adhesives. Those not listed in List A do not contain solvents and other contaminants, but do not have the characteristics of Annex III. For example, water-based or glue based on casein starch, dextrin, cellulose ether, polyvinyl alcohol (note the relevant entry in List A, A3050).

Used disposable camera, the battery is not in the list A.

1. Regardless of whether wastes are included in this list, if they are contaminated by other materials to the following extent, they may not be subject to the general information requirements specified in Article 18:

(a) When considering the hazardous characteristics listed in Annex III of Directive 91/689/EC, sufficiently increase the risks associated with the waste to make it suitable for submission of prior written notice and consent procedures; or

(b) Prevent the recycling of waste in an environmentally sound manner

2. This annex includes the following waste mixtures:

(a) Waste mixture classified under Basel entries B1010 and B1050

(b) Waste mixture classified under Basel entries B1010 and B1070

(c) Waste mixture classified under Basel entries B3040 and B3080

(d) Waste mixtures classified under (OECD) entry GB040 and Basel entry B1100 are limited to hard zinc slag, zinc-containing scum, aluminum skimming (or scum), excluding salt slag and refractory lining waste, Including crucible smelting derived from copper

(e) Waste mixtures belonging to (OECD) entry GB040, Basel entry B1070 and Basel entry B1100 are limited to refractory lining waste derived from copper smelting, including crucible waste

The items mentioned in points (d) and (e) do not apply to exports to countries that the OECD has decided not to apply.

3. This annex includes the following waste mixtures classified under a single indent or sub-indent of an entry:

(a) Waste mixture classified under Basel entry B1010

(b) Waste mixture classified under Basel entry B2010

(c) Waste mixture classified under Basel entry B2030

(d) The waste mixture classified under Basel entry B3020 is limited to unbleached paper or cardboard or corrugated paper or cardboard, other paper or cardboard, mainly made of bleached chemical pulp, without coloring in quality, paper or cardboard mainly composed of Made from mechanical pulp (for example, newspapers, periodicals and similar printed matter)

(e) Waste mixture classified under Basel entry B3030

(f) Waste mixture classified under Basel entry B3040

(g) Waste mixture classified under Basel entry B3050

In the case of exports to countries that the OECD decides not to apply, the items in Part III do not apply until August 1, 2012.

Regardless of whether wastes are included in this list, if they are contaminated by other materials to the following extent, they may not be subject to the general information requirements specified in Article 18:

(a) Taking into account the hazardous characteristics listed in Annex III of the European Parliament Directive 2008/98/EC, sufficiently increase the risks associated with the waste to make it suitable for the procedure of submission of prior written notice and consent, and the Council; or

(b) Prevent the recycling of waste in an environmentally sound manner

This annex includes the following wastes:

BEU04 is a composite package mainly composed of paper and some plastics, does not contain residues and is not included in the Basel entry B3020

BEU05 Cleans biodegradable waste from agriculture, horticulture, forestry, gardens, parks and cemeteries

The waste transportation listed in this annex does not affect the provisions of Council Directive 2000/29/EC, including measures taken in accordance with its Article 16(3).

This list is derived from the OECD decision, Appendix 4.

The wastes in this annex must go through the procedures of prior written notification and consent.

For the purposes of this Regulation, any reference to List B in Annex VIII of the Basel Convention shall be understood as a reference to Annex III of this Regulation.

Scum, scale and other waste from the steel industry. The list includes waste in the form of ash, residue, slag, scum, skimming, scale, dust, powder, sludge, and cake, unless the material is clearly listed elsewhere.

Vanadium ash and residues. The list includes waste in the form of ash, residue, slag, scum, skimming, scale, dust, powder, sludge, and cake, unless the material is clearly listed elsewhere.

Metal waste and waste consisting of any of the following alloys:

The term "does not include such wastes specifically listed in List B (Annex IX)" is a reference to the Basel entry and the note on B1020 in Part 1(b) of Annex III of this Regulation.

Wastes with the following components or pollutants, excluding bulk metal waste:

Waste with any of the following components or contaminants:

Waste with any of the following components:

Waste liquid from metal pickling.

Leaching residues, dust and sludge during zinc processing, such as jarosite, hematite, etc.

The lead and cadmium concentrations of zinc waste residues not listed in List B are sufficient to show the characteristics of Annex III.

Ashes from burning insulated copper wires.

Dust and residues from the gas cleaning system of a copper smelter.

Waste electrolyte from copper electrolytic refining and electrolytic extraction operations.

The waste sludge produced by the electrolyte purification system in the copper electrolytic refining and electrolytic extraction operations does not include anode sludge.

Contains spent etching solution that dissolves copper.

Waste copper chloride and copper cyanide catalyst.

Precious metal ash from burning printed circuit boards is not included in List B. The mirror entry on Listing B (B1160) does not specify exceptions.

Spent lead-acid batteries, whole or crushed.

Unsorted used batteries, excluding mixtures of only type B batteries. Waste batteries not specified in List B contain enough Annex I components to make them hazardous.

Magnesium waste and debris that is combustible, spontaneously combustible, or releases dangerous amounts of combustible gas when in contact with water.

Scrap metal cables coated or insulated with plastics containing or contaminating coal tar, PCB (at a concentration level of 50 mg/kg or higher), lead, cadmium, other organic halogen compounds or other Annex I components, to the extent of Annex III feature.

Waste from non-cyanide systems from metal surface treatment.

Glass waste from cathode ray tubes and other activated glass.

Waste inorganic fluorine compounds in the form of liquid or sludge, but excluding such wastes as specified in List B.

Sand used in foundry operations.

Spent catalysts, but does not include such wastes as specified in List B.

Inorganic halides, not specified or included elsewhere.

Waste gypsum produced in the chemical industry process, when it contains Annex I components and meets the hazardous characteristics of Annex III (note the relevant entries in List B, B2080).

Unrefined calcium sulfite and calcium sulfate from flue gas desulfurization (FGD).

Waste asbestos (dust and fibers).

The physical and chemical properties are similar to asbestos-based ceramic fibers.

Waste from the production or processing of petroleum coke and asphalt.

Waste mineral oil not suitable for its original use.

Waste containing lead-containing anti-explosive compound sludge, composed of or contaminated with lead-containing anti-explosive compound sludge.

Waste heat (heat transfer) fluid.

Wastes from the production, formulation and use of resins, latexes, plasticizers, glues and adhesives do not include such wastes specified in List B (note the relevant entries in List B, B4020).

Waste phenol, phenol compounds, including chlorophenol in liquid or sludge form.

Exclude waste ethers of those specified in List B.

Treated cork and wood waste.

Waste leather dust, ash, sludge and flour containing hexavalent chromium compounds or biocides (note the relevant entries in list B, B3100).

Leather or composite leather waste and other waste materials that are not suitable for manufacturing leather products containing hexavalent chromium compounds or biocides (note the relevant entry in List B, B3090).

Forest waste containing hexavalent chromium compounds or biocides or infectious substances (note the relevant entry in List B, B3110).

Fluff-the light part after crushing.

Waste non-halogenated organic solvents, but does not include such wastes as specified in List B.

Waste halogenated or non-halogenated non-aqueous distillation residues from organic solvent recovery operations.

Waste from the production of aliphatic halogenated hydrocarbons (such as methyl chloride, dichloroethane, vinyl chloride, vinylidene chloride, allyl chloride, and epichlorohydrin).

Plastic wastes, including mixtures of such wastes, contain Annex 1 ingredients or are contaminated by Annex 1 ingredients to the extent that they have Annex 2 characteristics.

Wastes, substances and wastes that contain, consist of, or are contaminated with polychlorinated biphenyls (PCB), polychlorinated terphenyls (PCT), polychlorinated naphthalenes (PCN) or polybrominated biphenyls (PBB) or any other polybrominated analogs of these compounds Items with a concentration level of 50 mg/kg or more.

The 50 mg/kg level is considered to be the international practical level for all wastes. However, many individual countries have established lower regulatory levels for certain wastes (for example, 20 mg/kg).

Waste tar residues (excluding asphalt cement) from the refining, distillation and any pyrolysis of organic materials.

Asphalt material (asphalt waste) from road construction and maintenance, containing tar (note the relevant entry in List B B2130).

Wastes from the production, preparation and use of medicines, but excluding such wastes as specified in List B.

Clinical and related waste. That is, waste generated in medical, nursing, dental, veterinary or similar practices. Waste generated by hospitals or other facilities during investigation or treatment of patients or research projects.

Waste from the production, formulation and use of biocides and phytopharmaceuticals. Includes waste pesticides and herbicides that do not meet specifications, are outdated, or are not suitable for their original use.

"Obsolete" means that it has not been used within the period recommended by the manufacturer.

Including aluminum smelting waste pot linings containing inorganic cyanide.

Waste from the manufacture, formulation and use of wood preservation chemicals. This entry does not include wood that has been treated with wood preservation chemicals.

Waste containing, consisting of, or contaminated by the following substances:

Inorganic cyanide, except for precious metal-containing residues in solid form containing trace amounts of inorganic cyanide

Mixtures and emulsions of waste oil and water, hydrocarbons and water.

Wastes from the production, formulation and use of inks, dyes, pigments, paints, paints, varnishes, excluding any such wastes specified in List B (note the relevant entries in List B, B4010).

Explosive waste (but does not include such waste as specified in List B).

Waste from the production, preparation and use of photocopying and photographic chemicals and materials not specified or included elsewhere.

Waste from non-cyanide systems, produced by plastic surface treatment.

Waste acidic or alkaline solutions, except those specified in the corresponding entry in List B (please note the relevant entry on List B, B2120).

Wastes from industrial pollution control devices used to clean industrial waste gas, but excluding wastes listed in List B.

Natural organic materials used as filter media (such as biological filters).

Waste containing, consisting of, or contaminated by the following substances:

Waste that contains, consists of, or is contaminated with peroxides.

Waste packaging and containers containing Annex I substances at a concentration sufficient to exhibit the hazardous characteristics of Annex III.

Waste consisting of or containing unqualified or obsolete chemicals that meet the Annex I categories and exhibit the hazardous characteristics of Annex III.

"Obsolete" means that it has not been used within the period recommended by the manufacturer.

The chemical waste generated by research and development or teaching activities is unidentified and/or new, and its impact on human health and/or the environment is unknown.

Spent activated carbon not listed in List B (please note the relevant entry in List B, B2060).

Waste collected from households. Unless properly classified under a single entry in Annex III.

Residues from the incineration of household waste.

Plastic waste, including mixtures of such wastes, except those included in B3011 and AC300.

Wastes listed in Annex III, subject to prior written notification and consent procedures (Article 3(3)).

Do not include personal or financial information, such as your National Insurance number or credit card details.
